Kate’s principal areas of practice are energy regulation and administrative litigation, including compliance with state and federal laws regarding the transportation of energy commodities. She has experience advising clients in regulated industries and practicing before federal agencies. Prior to joining Caldwell Boudreaux Lefler PLLC, Kate was an associate at Covington & Burling LLP in Washington, DC.

Representative Experience
  • Represented liquids and natural gas pipelines in various regulatory and contractual matters, including the drafting of transportation services agreements, open season materials, petitions for declaratory order, tariffs, prorationing policies, pipeline leases, pipeline operating agreements, and similar documents
  • Represented, along with other CBL attorneys, crude oil, natural gas and refined petroleum products pipelines in protest and complaint proceedings at FERC with respect to pipeline rates and terms and conditions of service
  • Provided regulatory guidance and analysis related to the acquisition and financing of entities owning FERC-regulated liquids assets
  • Assisted an interstate natural gas pipeline with its application for abandonment of certain facilities and negotiation of attendant contracts
  • Advised clients regarding federal- and state-level natural gas regulations and compliance, jurisdictional status of facilities, and transportation under Section 311 of the Natural Gas Policy Act
